  I. LEGAL STATUS OF THE FOREIGN MILITARY LIAISON MISSIONS TO THE GSFG COMMANDER-IN-CHIEF

  1. American, British and French Military Liaison missions are accredited to the Commander-in-Chief of the Group of Soviet Forces in Germany [GK GSFG].
  2. Members of the foreign military liaison missions are permitted free movement throughout the entire territory of the GDR with the exception of permanent and temporary restricted areas, places of disposition of military units and military facilities.
Foreign military liaison mission members are permitted to use autobahns passing through restricted areas and roads defining the borders of these areas.
GK GSFG determines the boundaries of permanent and temporary restricted areas.
  3. Members of the foreign military liaison missions are allowed to travel through the territory of the GDR only in the motor vehicles of their missions bearing special license plates displayed in front and rear. Here, mission members must wear the uniform of their army with insignia indicating their military grade.
  4. Foreign military liaison mission members do not have the right to carry out observations (with recordings, drawings, sketches, use binoculars and so forth) of troop unit movement, military facilities and military equipment, as well as take still photographs or movies of them.

  II. SEQUENCE OF ACTIONS UPON DETECTION OF MOTOR VEHICLES CARRYING FOREIGN MILITARY LIAISON MISSION MEMBERS

  1. Having detected a foreign military liaison mission motor vehicle, each serviceman is obliged personally or through his commander (chief) to report this immediately to the unit duty officer, while the latter reports this to the military commandant closest to the place where the foreign military liaison mission motor vehicle is detected.
  The report contains the following:
- subordination and license plate of the motor vehicle, the time and the place of detection (with a fixed location);
- number of crew members and uniform;
- nature of the crew's activities;
- direction of motor vehicle movement.

  III. SEQUENCE OF ACTIONS UPON DETENTION OF MOTOR VEHICLES CARRYING FOREIGN MILITARY LIAISON MISSION MEMBERS

  1. GSFG servicemen are obliged to detain a motor vehicle carrying foreign military liaison mission members only in the following instances:
- inside restricted areas, in areas of disposition of military units and military facilities regardless of the nature of the foreign military liaison mission crew's activities;
- throughout the entire territory of the GDR when they join a column of military equipment, when setting up to observe (with recordings) troop units and military facilities, as well when photographing them.
  2. In areas where mission members violate established rules, motor vehicles carrying foreign military liaison mission members should be detained by blocking their motor vehicle such that they have no possibility of departing the detention site until arrival of representatives of a Soviet military komendatura.
  3. Having detained a motor vehicle carrying foreign military liaison mission members, servicemen are obliged to report the following data to the Soviet military komendatura closest to the place where the foreign military liaison mission motor vehicle is detected: foreign military liaison mission motor vehicle license plate; crew composition; time, place and reason for detention.
Servicemen who have detained a foreign military liaison mission motor vehicle have the right to check the documents of the members of the crew to establish their identity.
Only Soviet military commandants have the right to establish the circumstances of a detention.
  4. Use of force, weapons or actions against mission members that might threaten their safety categorically is prohibited. Searching foreign military liaison mission members and their motor vehicle, entering into conversation with mission members and explaining the reason for detention categorically are prohibited.
Servicemen who have detained a motor vehicle carrying foreign military liaison mission members depart the detention site only with the permission of the military commandant.

Note: Rules contained herein do not apply to the actions of a sentry at his post defined by the USSR Armed Forces Garrison and Guard Duty Regulations.
